OUT-OF-STATE DEVELOPMENT DOLDRUMS: Carmel, Indiana, officials wrestle with what to do with distressed publicly owned real estate. Our Guys, they get mentioned as rejected for multiple reasons, two proposals, one bounced for wanting too deep a reach into the public pocket.

A few operative words of wisdom in the report, "The commission has struggled to find a development partner for several years ..." That suggests quick-fix impatience was absent there. Perhaps they end up better for their town's restraint. Perhaps not. At least they gave restraint a try.
