Do you need tax breaks for the wealthy to innovate and create jobs, or is having smart educated people the key?

The wealthy will be quick to answer. Consider this link. In reading the article, look at the names of people. In India they value smart people as an asset, and they value having first rate educational institutions their smart people can attent and in educating themselves, produce a social good. In China they value their smart people and pay to send a substantial number of their best and brightest for graduate degrees in Europe and North America. But, ask Bill Cooper or a Minnesota Republican legislator with Tea Party ties, and smart will be low on the list. Quality education will be low on the list. Not in terms of lip service, costing nothing, but in terms of funding decisions.
