That link is a video analysis showing shooter intent to shoot to kill.
The video does not emphasize, but the killer drew and directly fired. That means no safety on, a round chambered and ready to kill. The shooter might have shot himself in the leg, that way, grabbing for the weapon. Instead of getting out of the way to certain safety, the man draws and aims and shoots point blank. Preventable, but intentional and deliberate use of deadly force. Prove me wrong.
Also, a physician was told "I don't care," after telling an agent who he was to assist the shooting victim.
The perps all left, not staying for identification, witness statements or other crime scene investigation by local police.
They collectively all fled a crime scene. An intentional murder scene.
In Portland two people were shot by fascist ICE agents a day later, not killed apparently, but shot.
