A candidates list for the Ramsey council has been posted by the City Clerk, this link.
There were only two candidates for mayor, hence there will be no primary in that race.
While there is a two day grace period for candidates to reconsider, it appears that the Ward 2, Ward 4 and at large seats will go to a primary, where candidates having the two highest primary vote tallies in each race then will be on the November general election ballot.
ABC Newspapers should soon publish Ramsey information and County Board final candidate listings.
Candidate listings are not yet on the County webpage; but voting and elections webpages, online here, should have names posted soon.
Hopefully the City Clerk will amend the elections page with contact information for each candidate, (and in updating, candidate website links for those choosing to maintain a website should also be posted).
The majority of city council challengers appear to have not run before, although several have served on city boards and commissions. It is good that many have shown a willingness to serve on council, and new blood is a good thing since new people often bring fresh perspectives and have less of a vested interest in prior decisions and ways and means.
Voters will hopefully be well informed on all ballot choices, not just the top races.

Bodley of ABC Newspapers has a June 6 report of Anoka County Board candidates, online here.
