The story is in locally authored Strib content where identifying bill sponsors is enough to say it all:
Eric Lucero, R-St. Michael, Steve Drazkowski, R-Mazeppa, Nathan Wesenberg, R-Little Falls, Justin D. Eichorn, R-Grand Rapids, and Glenn H. Gruenhagen, R-Glencoe, are the five politicians who drafted the bill that would add the so-called “syndrome” to a lengthy list of definitions related to mental health care in Minnesota.
If passed, a section of a statute that includes definitions for terms including “diagnostic assessment” and “outpatient services” would be appended to add one for TDS. The authors describe TDS as “the acute onset of paranoia in otherwise normal persons” in reaction to Trump’s policies.
“Trump-induced general hysteria” — which causes people to conflate policy differences with the president with signs of “psychic pathology” in Trump’s behavior, according to the bill — is the politicized phrase’s primary symptom, the bill states.
Note that Strib links to the bill itself - so open that in a new browser tab for comparison.
For those unfamiliar with draft bill format, underlying means bill sponsor intended additions to a statute when proposed in the context of existing statute text (without underlining.) Below, the amendment needed to make the bill palatable and passable is noted in yellow highlighting, language omitted in changing bill text is left out below, and sidebar line numbering is omitted along with retaining hard line changing. Bill inclusion of existing statute text is left wholly unchanged (except for added cap references):

What Crabgrass proposes is only tinkering with a bit of the bill language and could be done in committee before a floor vote, as well as being a floor amendment during debate. With such amending language Democrats might support the bill along with sensible and non-brainwashed Republicans who are honest about truth.
