Blaine - A developer wants to develop but to dodge park dedication fees by claiming intent to plat a project composed of aggregated existing lots differs sufficiently from a "subdivision" of a single parcel, with such a distinctioon argued (by the developer of course) as relevant cause to avoid a four hundred grand dedication fee hit.
