Until somebody comes forward with a publicly acceptable privately-financed proposal for the vacant land it can stay vacant. This is Ramsey Town Center, Flaherty and Collins all over again; and it all stank a lot there too.
The phrase, "public-private-partnership" is a euphemism for raping the public fisc. Only the worse of brigands use it.
