Does any reader know of a place where a perp can call a judge broken down and ugly and then expect to have that be a basis to get a different judge for his trial?

The rule seems to be conduct claimed to be criminal is judged where the conduct occurred. Standards within a community are important in judging conduct within the community.
Or that's what Wall Street criminals seem to believe within their community. Ditto, Supreme Court Justices re their community.
