It is by scholar-scientists saying the obvious; not because of cash incentive but because the obvious seems to not be obvious enough. With a Constitutional Amendment saying no taking of property without due process, rights-of-way will have to be purchased and litigated over routing wisdom. The thrust of the item is that both the distribution grids and interstate transmission-line grid will need upgrading. The process is inevitable, takes time, and hence must be a priority boosted sooner than later.
