An idea for the Ramsey City Council. A license, and a case-by-case adjustable sliding-scale fee, depending on content and COR commentary.

This link. Our State Department picks strange feudal-monarchy allies while criticizing other nations for being "too undemocratic." However, remember that early on before the acronym was abandoned, Bushco et al. invaded Iraq via its "Operation Iraqui Liberation," suggesting there is a logic at play in US of A political decision making, including ally choices. This Google might be insightful, plus the notion of "Pipelineistan," i.e., a sought-after secure routing imperative. And with the Saudis, would an unlicensed publisher be "stealing" internet bandwidth without a license, with sharia specifying a severance as punishment for theft? Make keyboarding that much harder? Teach 'em a lesson that way?

Meanwhile, City of Ramsey could reward COR suck-ups, and punish critics, if it picks up on the sliding-scale imperative. So, is that thought a step away? Perhaps they should consider at a meeting taking turns reading parts of the Constitution. It's the latest circus-stunt thing these days, but without risk of bodily harm as with acrobatics without a net. It's Constitution reading for no good reason except that it can be staged and presented.

I see the Ramsey gentlemen as above that kind of tacky, huckstering situation. They will stick to business; land speculation being a full-plate demand, and all.
