RAMSEY: With two female candidates this cycle, it would be a chance to partly offset the current clear gender bias in council makeup.

That's not to say any particular council member is gender biased. That's not the point, the point is that of seven seats, each is held by a male. Ward 3 and the at large openings offer female ballot options, while two males filed for the Ward 1 seat.
