Look at the pictures. Jim Deal has an interest to protect. It seems to me he has already made a substantial investment where anyone in that position would reasonably want to see the surroundings completed as previously planned; or altered, but at least changed from the status quo.
As long as Ben smiles on his effort, who am I to criticize - if Ben is not taken for a ride, Deal should be respected for already having taken a risk.
