Anoka Hennepin School District 11 election results. 32,000 voters decided things. With a larger turnout would things have differed?

Special elections attract small turnouts. For this school district, is 32,000 voters unusual? I do not know, but the question is an interesting one that perhaps a reader comment may clarify.
