City of Roseville has an impact fee vs. taxation case in the courts that will likely have a wide ranging impact on questions last considered by the Minneosta Supreme Court in the mid-1990's, with the current dispute hinging on a specific question of law the court declined to address as beyond the facts then before the Justices.

Because Ramsey is a charter city and not a statutory city, if Ramsey wanted to impose a development impact fee, the arguments might differ somewhat. However, expect this dispute to be appealed with the Minnesota Supreme Court deciding things via a published opinion, and one which might expressly say "the question relative to charter cities is not presently before the court." Time frame? Anyone's guess. Mood of the court? Anyone's guess. Not that Ramsey is doing a thing about developers but rolling over and showing its belly these days. Holding sessions about how Ramsey can make itself more developer friendly. Bah. Humbug. Crabgrass proliferating. Sandburs upon us.
