WCCO online reports:

The second bill allows Anoka County to use a process called design-build to rebuild the intersection of U.S. Highway 10 and County Road 83. The process allows the project to be designed as construction moves ahead, saving time.

Gov. Tim Pawlenty signed both bills on Thursday.

Interested persons should contact City of Ramsey staff, Public Works via this link, or Engineering, via this link. Detail on scope of intended intersection improvements should be available via either contact link.

Anoka County, the City of Ramsey, and Mn/DOT are partnering together to improve the intersection of US 10 and CSAH 83 (Armstrong Boulevard). An Open House has been scheduled to receive public input on the intersection's safety and congestion issues. Information collected from this meeting will be used to develop an interchange for this location.

_______UPDATE_______
The city has a contact page, here, that gives county, city, design firm contact info.

In posting, I missed it, and this contact info supplements the earlier two city links. I am certain that any of the engineers could handle questions, although not all would be expected to be part of the open house.
